proposition 28

Overview

In November 2022, California voters overwhelmingly approved Proposition 28: The Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act to establish a new funding program supporting arts instruction in schools - beginning in the 2023-24 school year for the foreseeable future. 


Prop 28 Highlights:


  • Guaranteed ongoing annual funding to help launch and sustain new classes in visual and performing arts (e.g., music, drama, dance, media & visual arts) at each school site. Annual funds to MBUSD of over $675,000.
  • At least 80% of funding must be spent on teaching staff, with the remaining amount to be used for equipment such as program materials and supplies (e.g. musical instruments), professional development, and potential partnership programs. No more than 1% may be used for administrative costs. 
  • With this new funding, MBUSD will be able to offer a variety of new visual and performing arts classes at each school site! Please be sure to check your upcoming 2024/25 class enrollment forms for these exciting new opportunities!

Requirements

  • The legislation allocates 1 % of the K–12 portion of the Proposition 98 funding guarantee provided in the prior fiscal year. In the first year, the 2023/24 school year, California public schools will receive $938 million for the Arts.
  • Funding is required to expand (i.e. supplement) arts education programs and not replace (i.e. supplant) existing funding for arts education programs.
  • School administrators—in collaboration with teachers, families, and students—should together make the choice that best serves students in their local school community.
  • Each district must submit an annual board-approved report detailing Prop 28 expenses, including the types of arts education programs offered, the number of full-time equivalent teachers, classified personnel, and teaching aides, the number of pupils served, and the number of school sites providing arts education programs.
  • Allocated funds are available for use for up to three fiscal years. At the end of the third year, the amount of unexpended funds will be collected by the California Department of Education (CDE) and allocated to all Districts in the following fiscal year. 

Arts Education Program

“Arts education program” includes, but is not limited to, instruction and training, supplies, materials, and arts education partnership programs, for instruction in dance, media arts, music, theatre, and visual arts, including folk art, painting, sculpture, photography, and craft arts, creative expressions, including graphic arts and design, computer coding, animation, music composition and ensembles, and script writing, costume design, film, and video. 

MBUSD

  • MBUSD's 2023-24 allocation is $676,495., at least 80% of which ($541,196) has to be spent on teachers and new VAPA courses for students at all levels. That equates to about new 5 FTE (Full Time Equivalents) across the District.
  • Those funds are distributed among the district's eight school sites based on student enrollment.
  • To date, three new VAPA courses have been established using Prop 28 funds at Mira Costa for the 2023-24 school year:

                - CP Music Theory

                - Play Production

                - Graphic Design (2 sections)

  • The MBUSD Board recently approved another new VAPA course for Mira Costa for 2024-25:

                - World Music

  • All the MBUSD school sites are in the process of planning how to use their Prop 28 funds to expand VAPA offerings and design Pathways at both Elementary and Secondary levels for 2024-25 and beyond. 
  • MBMS already has plans for at least 4 new VAPA courses to be introduced for next year:

                - Introduction to Band

                - Introduction to Orchestra

                - 6th Grade Drama

                - 6th Grade Art

  • Over the next couple of months, all incoming MBMS & Mira Costa students will be enrolling in 2024-25 courses when they should be able to see what the complete range of new VAPA course options will be.
